Luke J. Farley, Sr.

Ellis & Winters LLP is pleased to announce that Luke J. Farley, Sr. has joined the firm. Luke is a commercial litigator focused on representing clients in the construction industry, especially general contractors, subcontractors, suppliers, and sureties. He regularly assists clients with project-level advice, contract disputes, lien and bond claims, licensure and certification, and defending OSHA citations.  His experience extends to both public and private construction projects. In 2018, Luke was named by Business North Carolina magazine as one of its “Legal Elite” in construction law.

Luke grew up in eastern North Carolina and attended the University of North Carolina at Chapel Hill and Wake Forest University School of Law. He is a frequent speaker and often presents to industry groups including: the Construction Specifications Institute, the Professional Engineers of North Carolina, the North Carolina Masonry Association, and the American Society of Heating, Refrigerating and Air-Conditioning Engineers. In addition, he has authored numerous publications on topics ranging from a guide to standard form construction contracts to best practices for project documentation to whether the North Carolina Fair Housing Act applies to general contractors.

Very active in several industry and professional organizations, Luke is a member of the Associated Builders and Contractors of the Carolinas, where he serves as the chair of the statewide government affairs committee. He is also an active member of both the American Bar Association Forum on Construction Law (Division 7 – Insurance, Surety, & Liens) and the North Carolina Bar Association and its Construction Law Section.

In addition to his busy legal practice, Luke is committed to community and public service activities. His involvement includes serving as a board member of the Mawat District of the Occoneechee Council of the Boy Scouts of America and serving as the past chairman and current secretary of the Durham County Board of Elections. Luke was also previously appointed by the governor to serve as a commissioner of the North Carolina Human Relations Commission, the state agency responsible for enforcing fair housing laws.  He is an active parishioner of Holy Name of Jesus Cathedral in Raleigh, where he has served on the pastoral council.
